[Problem Description]
Trigger conditions:
This problem occurs if all the following conditions are met:
1. An NE is in the NESTATE-INSTALL state.
2. The active cross-connect board of the NE is warm/cold reset, or the standby
cross-connect board is warm/cold reset and then a switchover occurs between the active and
standby cross-connect boards.

Symptom:
All services on the NE are interrupted.

Identification method:
A cross-connect board of an NE is reset when the NE is in the NESTATE_INSTALL state.

[Root Cause]
When an NE is in the NESTATE_INSTALL state, it does not apply service configurations to cross-connect boards. However, if a cross-connect board is reset when the NE is in the NESTATE_INSTALL state, the NE automatically adds a corresponding logical board and applies null configuration to the reset cross-connect board. If the reset is performed on the active cross-connect board, services are interrupted. If the reset is performed on the standby cross-connect board and then a switchover occurs between the active and standby cross-connect boards, services are interrupted.

[Impact and Risk]
When an NE is in the NESTATE_INSTALL state and its cross-connect boards are reset, all services may be interrupted.

Measures and Solutions
Recovery measures:
For a non-ASON NE, download configuration data from the network management system (NMS) to recover services.
For an ASON NE, restore NE databases, and then reset service boards (such as cross-connect boards and line boards) to recover services. Alternatively, recover services by following the corresponding disaster recovery guides.

Preventive measures:
When an NE is in the NESTATE_INSTALL state, do not reset cross-connect boards, configure new services, or issue verification commands.

Solution:
Upgrade the NE to one of the following versions to solve the problem:
NG-SDH V100R008C02SPH203 or a later hot patch version
NG-SDH V100R008C02SPC500 or a later V100R008 version
NG-SDH V100R010C03SPC200 or a later version
